Návštěva Evropského účetního dvora

V rámci projektu Erasmus+ Jean Monnet Learning Initiatives My Home is Europe jsme v květnu navštívili Lucemburk. V tomto městě jsme navštívili mnoho institucí Evropské unie. Ve středu 5. 5. naše kroky vedly na Evropský účetní dvůr. Zde nás přivítal pan Jan Gregor, člen Účetního dvora za Českou republiku, a jeho asistentka paní Jana Olšakovská, která pomáhala s organizací programu.

Před návštěvou jsme věděli jen základní fakta: například že instituce má 27 členů (jednoho za každý členský stát) a kontroluje rozpočet EU. Během prohlídky jsme však její reálné fungování pochopili mnohem více do hloubky. Zjistili jsme, jak nezávisle prověřuje, zda jsou unijní finance vynakládány legálně a na správné účely. Také jsme pochopili, jak komplexní je uspořádání samotné instituce. Nejvíce nás zaujal proces tvorby výroční zprávy, obrovský rozsah kontrol přímo v terénu (nejen v členských státech, ale i v orgánech a institucích EU) a také samotná budova, kde Účetní dvůr sídlí.

Během pobytu jsme prozkoumali i město Lucemburk. Navštívili jsme moderní čtvrť Kirchberg, palác velkovévody, Památník vzpomínek či muzeum moderního umění Mudam. Na prohlídku jsme si navíc sami připravili referáty o velkovévodovi Jindřichovi a katedrále Notre-Dame.

A Visit to the European Court of Auditors

As part of the Erasmus+ project Jean Monnet Learning Initiatives My Home is Europe, we visited Luxembourg in May. In this city, we visited many institutions of the European Union. On Wednesday, May 5th, we headed to the European Court of Auditors. There, we were welcomed by Mr. Jan Gregor, the Czech member of the Court of Auditors, and his assistant, Ms. Jana Olšakovská, who helped organize the program.

Before the visit, we only knew basic facts: for example, that the institution has 27 members (one for each EU member state) and controls the EU budget. During the tour, however, we understood its real functioning much more deeply. We learned how it independently checks whether EU funds are collected and spent legally, and for the right purposes. We also understood how complex the organization of the institution itself is. We found very interesting the process of creating the annual report, the huge scale of on-site audits (not only in the member states but also in EU bodies and institutions), and also the building where the Court of Auditors is based.

During our stay, we also explored the city of Luxembourg. We visited the modern Kirchberg district, the Grand Ducal Palace, the Monument of Remembrance, and the Mudam museum of modern art. We also prepared our own reports for the city tour about Grand Duke Henri and the Notre-Dame Cathedral.
